Ellis, Curtis and Kooker was established in January of 1909 as successors to Roland Woodward, Consulting Engineer (1882–1909). The firm offered civil engineering and surveying services to the State of Florida until 1965. The firm was incorporated in June of 1980 and in 2013 Ellis, Curtis & Kooker, Inc., became ECK, Inc.

ECK Land Surveyors, Inc. is owned and operated by two Florida registered surveyors whose experience totals over 80 years. Harlo G. Everett, Jr. and Louis J. Everett, brothers, who grew up learning the land surveying profession from their father, Harlo G. Everett, Sr., who owned and operated the company until his death in 1980. Born and raised in Jacksonville, FL Harlo and Louis are fully knowledgeable of the area and inner workings of city government.
